If truly someone was trying to make a buck off faulty health elixirs, they could of done so far more effectively with what predicated vaccines
vaccines did not wipe out diseases it was better nutrition, sanitation, and plumbing that did not vaccines
Which was not only vastly more expensive, but required monthly or weekly checks, maintenance, and upkeep
So whoever is trying to rip people off really is doing a poor job of it.

The results of which have been determined over 200 years of use, and the effects are overwhelmingly positive as a result. Lest we are to believe that Smallpox magically disappeared
Evidently, the result was far cheaper, safer, and more effective than its invasive predecessor

As you can imagine, the efficacy of this was questionable at best, and was horrendously expensive to replicate for the people who received it.
On a slight tangent, what determined the efficacy of vaccines without placebo, bias or other such things was simple.
Redundancy, redundancy, redundancy.
Do the test, do it again, have thousands of others do it thousands of additional times in the last 200 years, test on different critters in different conditions.
If Anti-Vax in general was as thorough you may find an easier time breaking into the "mainstream" with such ideas.
After all, trust but verify.
And importantly, make sure you don't contaminate the samples
