photons are released at quantized energy levels by a change in potential energy in the elctron orbitals

the electrons shed energy, so to speak

if an atom releases 1 unit of energy when it has exactly two units of energy (no more no less)

and it is at 1.5

giving it an extra 0.5 unit of energy will allow it to drop to 1
