Logically think about this
1. If the earth is spinning, but the atmosphere isn't, we should be able to get in a helicopter and hover above the earth while the earth rotates us to our destination. This isn't the case.
2. If the earth AND the atmosphere is spinning together, then why don't fireworks shoot up and due to the spin of the whole thing, the shoot-outs of the firework follow the spin of the atmosphere, and instead why do they explode outwards at all angles?
This shows it's motionless.

about the firework thing, the firework particles do spin along with the atmosphere, and we spin at the same speed, which is why we observe the sparks to fly outwards in all directions.
