Technically, at least here in the states, congress is delegated to coin and regulate money. But since congress has relagated this role to the Federal Reserve, with "oversight" by Congress, it is being printed by a private organization, rather than the Federal Government. So technically the Federal Reserve as it stands is unconstitutional. A private entity charged with the coin and regulation of the currency of the United States of America and her territories, with "oversight" by
Congress.

And the 10th amendment specifically says that "The powers not delegated to the Unites States by the constitution, nor prohibited by it to the states, are reserved to the States respectively, or to the people." So the Federal Government has not constitutional authority to establish the fed. But the states may establish their own state banks

The 13th limits slavery and involuntary servitude except as a punishment for crime they are duly convicted of. And states that in any other circumstance it shall not exist. Effectively outlawing slavery in the US.
