Well the plan was to have 2 legion connected companions in Joshua Graham and Ulysses.
And to have Graham's old camp and a civilian legion settlement.

The legion we saw was a forward army, seeing how they operate as the overseer of civilian administration's would have added a lot of depth

none of the factions are perfect but I think that was the point.
Legion Vegas would be the strongest but being a civilian in it would be shit.
NCR has barely the power to keep the state together.
