The leader cult may be a good opportunity here, since it does seem to leak outside of the Russia. Sizable portion of general public in slavic countries equates Russian government with Putin. The new leader should have a window to convince people that Russia have changed.

Reasonable for the plan, but the final intent would need to be hidden from the population. Otherwise, big sways such as pairing with Germany, USA or even China could occur.
