Yeah, Putin seems to be harming Russia relations with other Slavic nations. Such as Ukraine, to not look too far (if in your worldview Ukraine should be separate nation).

Since then there has not been much talk of inter-slavic relations

The leader cult may be a good opportunity here, since it does seem to leak outside of the Russia. Sizable portion of general public in slavic countries equates Russian government with Putin. The new leader should have a window to convince people that Russia have changed.
Germany was made into a single nation by a Strong Leader

I believe the first step towards Pan-Slavism would be setting up a supranational government similar to the EU, but for Slavic Nations
