There's another dimension to this, regarding multiculturalism. Europeans are less likely to commit a crime in their European homeland, because it's THEIR home. For the same reason you treat your family better than you treat strangers. These "minorities" in European nations are committing more crime even in their own homelands, but there's even less reason for them to care about messing up someone else's homeland
