College should be merit based but beneath that. Focus should be put in schools around minority areas to make sure theyre given a quality education there and given proper direction

agreed @Crasseus , but those are usually state decisions, what if a state chooses not to do that but someone wants to apply to a school in a different state?

if it is blind to race, it is blind to the likelihood that a person has had a uniquely difficult experience getting to where they are
