Step 1: have elections to get public office
Step 2: need to win the popularity contest to get elected
Step 3: spend money to promote yourself to as many people as possible
Step 4: opponents forced to try and outspend you
Step 5: eventually escalate the costs to the point where neither of you can afford to run anymore, nor can the vast majority of the population, limiting their available representatives the the extremely rich or people who get outside funding
Step 6: sell out to various lobbies to get campaign funds, but also tell people whatever they want to hear so you get elected
Step 7: ignore campaign promises to the general public because they don't pay the bills
