Project Homeless is a tremendous bust, they try and shelter the homeless to get them off the streets. However all this does is attract more homeless

They get the notion that if the city will take care of them, might as well move here

That's the problem with giving help rather than teaching to help themselves

And yes, getting people to achieve success on their own is almost always preferable to giving just the rewards of success to them
