It's not generally a crime to film in a public place, unless what you're filming is illegal. Sometimes it could be considered harassment. Schools may have different rules regarding filming but I'm afraid I'm not sure

But yea... If she's gonna continue to make you feel uncomfortable mate, and don't seem able to distance yourself or make her stop by simply telling her, a teacher is definitely the way to go (if it keeps going after that then oof, but it's the next step). I hope it stops so you can be at peace in your learning environment
