Mmm... I can understand maybe if you're worried about someone you know, even if they're not particularly a friend, but given how she acts I wouldn't try and reassure/help her or anything... Not even to say people care about her. She sounds like the type of person it is safer not to associate with

If teachers know about her behaviour, that makes it more likely that if you go to them, they will take what you say about her seriously and how uncomfortable it makes you
one question, is it a crime for a minor to take pictures and record another minor without consent even if they firmly and calmly asked for them to stop

It's not generally a crime to film in a public place, unless what you're filming is illegal. Sometimes it could be considered harassment. Schools may have different rules regarding filming but I'm afraid I'm not sure

It's legal unless they use it for commercial purposes (or as before, they take it of something illegal)

A period doesn't excuse you of that behaviour. Yes, for some girls it can make them cranky, and be pretty damn painful, but that doesn't excuse threatening to harm or rape someone

But yea... If she's gonna continue to make you feel uncomfortable mate, and don't seem able to distance yourself or make her stop by simply telling her, a teacher is definitely the way to go (if it keeps going after that then oof, but it's the next step). I hope it stops so you can be at peace in your learning environment

I'm sure she does but not about the things she's said to you. Someone needs to make her understand that what she's doing isn't acceptable, and the person to do that is an adult

Well the way you describe her it's possible she could get expelled on her own. But beyond talking to a teacher, what other action do you think you should take rn?
Is SPED the name of the help students receive when they are deemed to need extra because of learning difficulties

and once when she made a threat the math teacher (we were in math class) looked at us and we both sit next to the teachers desk

Your teachers are (or should be) committed to giving their students a positive learning environment. Clearly she is interfering with that and especially making you uncomfortable you with threats. Trying to get them to take action is the first thing to do. If they don't, or don't seem to doing enough, then that's when it should be taken higher, mate
aside from that, i wonder if teachers have caught her beating students (assuming shes telling the truth about that)
i also wonder if her being new has anything todo with this
If she was transferred from another school she may well have been expelled for exactly this behaviour
