Federations are nice and can work, but there's lots of effort that must go into it that usually is quite difficult to work out. The difficulties are initial though and mostly relate to laying the groundwork of the federation in question, if the basis for the federation is laid out well at the beginning that usually mitigates problems in the long run. If not, it usually leads to problems down the line.
