each country would maintain a national guard, their own laws, their own parliaments, etc., but there would also be a Supreme Council of the Federation, associated federal agencies and a Federal Constitution (obviously socialist in nature, that is, economy is organised via workers councils and such); national character would be maintained by nations if they wished to do so, but the human species would achieve a federal unity in this sense

Internationalism never meant that there are no nations. There would be. *Inter* + *nation,* or the system of politics in which the politics consists *in the relations between the nations* - this still assumes the existence of nations though, its just that they would no longer be isolated entities but interconnected and in many cases interdependent.
