That depends hugely on the character and context of the said immigration event. But lets assume that the context and character of the immigration event is akin to those witnessed in the past few years, as I suppose this is the primary meaning here.

In my view, the Marxian state should seek to alleviate the problems experienced in the country of origin, or help facilitate their solution in the countries surrounding the country of origin. To take in refugees doesn't ultimately address the causes for *why* people are becoming refugees. You will never solve the problem if you do not work at the problem's root.

So ultimately you wouldn't seek to have open refugee policy, in as much you would focus on solving the problem causing the crisis. The long-term policy would also be to resettle the refugees in the country of origin once this is rendered possible. You would of course shelter those who need sheltering, but this would be for the duration of the crisis.

So for example handing out citizenships for free would be probably one of the things I wouldn't be doing in such situation personally.
