But I don't think you were asking because of that, hopefully. We had a bunch of decent monarchs, but our best times were during the times of the Veche, which was a very democratic public institution.

I like aristocratic republics but my problem with them is that they usually succeed only when there is an established order where merchant states are allowed to exist and protected by more militant countries, or that there is a high level of isolation where geographic boundaries make it too costly for imperial countries to sack them. I also don't really regard them as "democratic" because decision making is clearly restricted to an elite (in places like Athens and Venice).
For this reason I prefer monarchy
