And the Infantry in the book is wildly different. They are more like 40k Space Marines
only the best of the best are allowed to be infantry because of this

No, the society already existed BEFORE the bug attack
It more about how the society reacts to a new external threat
And there really isnt much background given as to WHY it is like it is.
Just some vague stuff about why the voting system was put in place because "you need skin in the game" in order to make the right decisions
