last i checked, there was at least 20 haarp buildings along the artic circle in various northern nations

theres at least a few ships with mounted haarp gear on them, a variation of dopler radar but at much more power output to cause high pressure zones in the lower atmosphere so jet streams and other weather patterns get deflected
