So, Obama has been using the omnibus to spend the money as he wanted. different from a budget ... What if Trump has the same ability, but uses the way he has promised?

Not trying to make excuses. Legally, there could be a very big difference between a budget and an omnibus. I don't know enough to say. I am simply looking at it from a different point of view. It's ok for us to disagree. We'll find out soon enough whether it will make the difference or not.
