@Romans 6 Trump may do it for the very reason you state. Obama did it. The Swamp allowed it. Now if the Swamp complains. Well they expose themselves. They make it clear to the people that in fact they were working with Obama not the people.
The fact is the President is the Executive. Congress can only make suggestions in such a bill. The President can move funds around. Especially for National Security.

Time will tell. Seems to me Trump has little problem playing the game hard. Making bump stocks illegal is a big thing in opposition to normal order. Rulling things out. Seems not too smart to me. Seems to me something the Swamp would want to do. Trump will build the wall Congress be damned.
