these are the checks and balances that differ us from a dictatorship and a republic

eo without a req from congress or senate, is a dictatorship like behavior

and any federal judge can over rule it

but, if it's requested by members of congress(with or without vote on it) in an official form letter of request. then an eo can be signed and pushed for that request without interuption from the lonely federal judge that tries to block it...only a full congressional and sentate vote and or scotus can override that eo as being illegal in nature
