Oh, the one on the left is moreso supposed to depict the US and Western surveillance system ala Orwell novel.
On the right the authoritarian communist and fascist regimes which were called totalitarian by opponents.
So it's rather an US soldier if anything.
As for the building I think it's supposed to be the palace of culture and science.
We have one in Warsaw, they were build in many nations.
I don't remember how the Russian one is called.
