In my area cops only get a "patrol rifle" if they qualify with it. And the idea of it makes sense how it was put to me. It allows individual officers to respond to high threats before a SWAT (or equivalent unit) gets there

Cops don’t train nearly enough as a whole, there’s some who do but w lot do basic and think it’s enough and never go back to it.
