they don't print money to give to the government, they print money which is loaned out to Banks through fractional reserve System
Money is made by the Department of the Treasury, not the Federal Reserve.
The federal government does not need to collect something it makes in order to have that thing.
Federal spending is done before any taxation or selling of bonds.
