@nbp Well you need a form of ID with your new residence on it. some states like WA and maybe idaho will allow you to use a hunting license or what not. If the public utility district is actually run by the city, that counts as an offical proof of address, and could work
but you need to get a new driver license. So when the issue you a temp, it works if used in conjunction with your old one.
