Yeah the Germans were set up for a kind of "Fleet In Being" with a focus on Capital Ships, Escorts, and Submarines.
America was a mass focus on Escort Fleets and Naval Air Superiority.
The Brits focused on Capital Ships/Dreadnoughts and only Capital Ships and they didn't know what the fuck they were doing.
The Japs were focused on Battleships and Destroyers ***and actually knew what they were doing***
The Italians focused on almost solely Battleships and actually knew how to build damn good ones for the period.
And the Russians kinda had to focus on Destroyers and Light Cruisers due to their retarded geographical setup
