why wont stronger versions be in stores?

why would the government regulate something its getting all that money off of
selling something illegal skyrockets the price way more than any regulation could
for instance
weed and tobacco cost relatively the same amount of money to grow
yet weed is much more expensive

@flash not necessarily true. Sometimes when the price rises, it makes people want the good even more, because people think price=value, therefore higher price=higher value. the entire jewelry and luxury goods industries thrives on this principle
