I believe that the EU is creating an Army primarily just to show the US that it can defend itself...even though France is now viewing America as an apparent enemy...
This is Europe we're talking about, gentlemen. This Continent has seen perhaps enough blood spilled to make the Mighty Danube run red.
The EU in itself is a more Modern Version of an Empire, just with some Political Correctness mixed in.

(Just a few more points to add against the Army Idea)
1. If this Europran Army (EA) were ever to form, it would need a *vast* amount of funding to keep it in shape. Germany has one of the World's largest Armies right now, but it's about as efficient as a French War Effort. Most of the German Equipment in the Army is currently outdated, with some of it wven being useless alltogether. If the EA were to form, the EU would need to *re*form.

2. The EA would also need to get around *a lot* of Logistical Problems almost immediately. With so many different Cultures making up the Union, the same would likely apply to the Army. In order to not suffer similar problems Austria-Hungary faced in the Great War, they would need an official language for the Army, a point likely to cause bickering between France and Germany. English would be out of the question, with both the UK leaving and it being one of the most spoken languages in the World.
The EA would be doomed from the start.

By all means, it appears that the apartheid has essentially been polarized, with the Boer population being commonly murdered and soon to be forced off of their Private Property.
