I would say If you are going to look in to decoding with that... you have to draw or over lap the watch with the hands of of all three is the circles and where they point then find out the order they were meant to be... as with any type of decoding the largest advantage is the message will be somewhat had to make sense... or had to make sense to a person that reads it with a skill to read the next message.
