Yes, Hitler had a better military. The German economy will almost always be in a better state than Italy's. Italy's economy post ww1 was pretty shit.

Germany as a country has always been an industrial powerhouse. Italy has been very agrarian.

And Hitler emphasized race a lot more which was a good thing because Mussolini's lack of care about race would inevitably lead to racial degeneration.
