When I worked for the civil courts. It was my job to help create stupid processes within the executive policies and procedures to ensure lengthy civil court processes from the back end.
It was creating a law for the law, but not saying it was a law per se`.

It was a legal way of changing laws without actually changing any laws and it being perfectly legal and cut off the middle man. It was sly and completely underhanded.
I left that job because the internal politics got too dirty.
