Could a state send out a portion of its army to act as mercenarys and then take a portion of the mercs income and let the merc keep the rest?

In theory this happens with Blackwater. They're not official army members though, but they're on par with special ops.

I think the real problem with a merc army nowadays is that armies are more expensive due to gear required to be competitive, and the training to be a decent merc army along with logistics, and pay to make people risk their lives.

have u ever think why whammen 8-10/10 want to make money in photo session, porn, etc? They can have rich guy, many of rich guys so they can do nothing or some hobbies, free time instead?

Further, a merc army would be a poltical PR nightmare. You would only be able to rent out your army to certain states or else other states would sanction you. (Germany or Poland cannot lend out their army to Ukraine because Russian gas. for example.)

In the past when states were smaller, armies were cheaper, and states were less well connected there were merc princedoms (Urbino for example) and maybe some African nations could still function as such within Africa.

Now that is for wars, for general security there are independant groups who do much smaller merc security in dangerous areas for a profite. (again mostly in africa)
But this is in really small numbers and still out of the reach of most states to handle.

Ukraine buys gas and coal, and even arm from Russia

That was literally just an example to explain why a state would have limits on market share for having a mercenary army.

Also I am not saying they have a full out war.
