There are plenty of ways to circumvent income tax, @Seven Proxies. Much of it simply moves into what we refer to as the "black market," an elusive and unknown amount of commerce facilitated through non-standardized exchange; cryptocurrencies are a great example. You don't halt anything, really. North Korea is a great example of this, as is what has unfolded in local communities within which accumulation of capital had not yet reached a certain point to value labor at an artificially higher price point. They just engage in labor through informal means that are not subject to enforcement, which comes with all of that which you have regulated out of the formal market place through law.

@Jeremy Well it doesn't really matter whether crime can be "prevented" or not.
You can't argue that a society has a "free market" by pointing to it's black market.
By that reasoning you defeat your own stance on the subject since evety society in the world has a black market, and so it would be pointless to do any of your prefetrd political reforms by simply saying: "Hey, if you don't like the current law, there's always the free/black market".
No, I'm not really arguing it has a free market on that basis, but what I am arguing is you create the black market and self-organization prevails anyway.
Also, the black market also deals in stuff like child porn, sex slaves, drug trafficking and illegal services like murder for hire etc.
So you'd have a hard time arguing for any "virtues" of the free market when it's stained with all that smut.
The most totalitarian nation to ever exist in our history wasn't even able to escape this reality, however.
What you're bascally saying is that all laws should be abandoned, because crime will always exist.
It's a fools errand, and all you do is reduce people to poverty, waste resources, and so on.

Totalitarian regimes are usually not very effective, since they turn themselves into enemies of the population, making the population uncooperative.
The way to get the population to do your work for you is by duping and manipulating them, not by putting guns in their backs.
