@Eccles Running a society requires you to have an instinct for multiple fields at once, many of which aren't even academic in nature.

Scientists are trained to be specialized in a very narrow spectrum of fields (simply because they don't have the time to specialize in several).

So while, let's say, a theoretical physicist might be great in terms of energy production policies, he's going to be like Bambi on the ice trying to make decisions concerning foreign policy or income taxation policies.

THat's why you use scientists for their specialisation

If you just set up a council of scientists to do it, all of them will argue that their specialized field is "the most important" and that all other fields should accept getting cut-backs.
