One of the disturbing things about that story is they don't seem to have the "let the child decide its gender" thing going on.

Tavistock Institute is some think tank thing that comes up in some conspiracy theories, I don't know too much about it but I believe the general idea is these guys worked out how to break people so they'd be easy to control and the powers that be have been working towards using their ideas ever since.
