It's actually a common circuit, when you need a clock source.

A simpler way would be to just use a NOT gate, fed back to its input.

I'm assuming the input here serves to affect the timing/synchronization?

Oh wait, I'm thinking of a XNOR gate.

So, if `I=1`, this circuit produces a clock pulse. Otherwise it stays on its previous state.
