The Code of Conduct is a list of terms that all contributors and community members as well as representatives of project X must obey.

It's essentially a document telling a fairly large group of people how to behave, and this particular Code of Conduct (The Contributor Covenant) is essentially saying "Listen here, white boy, shut up or die"
It's (supposedly) used in 40,000 open-source projects, and was even adopted by Google, Microsoft and, of course, Linux.
And the problem is that tons of people are adopting this?
Yes, because they're being forced to, either by internal or external pressure.
The whole point is that it's a political document to remove meritocracy and replace it with "Your code contribution quality is measured by how much of a minority group you are"
People are adding the CoC as a commit to other people's repositories and then bullying them when they do not accept it
