As is, most people can't configure their routers to host a Minecraft server, so idk about 10ish people getting a server and internet connection good enough to serve potentially hundreds of people, for every different group

Yes, essentially IRC, but with a decentralized server.

The master seed file (the deep lore, if you will) only gets updated when a seeder is online.
But of course, you could write a bot that acts as a user and seeds for you at intervals to a cloud service.

If no seeders are online, the message history is just being shared among active users until one is online, at which point the seed is updated. But there would be multiple people doing that so it's not much of a big deal.
