There is a few exemples in France and Poland, people without guns that formed a resistance group and fought the Nazis

Here's a recent example: Brazil has slums, right? Weren't they occupied by the army just recently to reestablish order? How did that work out?

The point is, the Nazis would have to patrol their cities with military to fight off a significant amount of armed civilians that could potentially shoot them from anywhere.
