Off personal experience a teacher can designate weather to follow the policy or not
Some may give warnings for talking rather than outright detention
Others do the opposite
Some treat basic questions between students as full on classroom disruptions. No matter what the convo was about
As I'm aware, around here, the schools are a bueracratic nightmare where the teachers are obligated to follow specific policies and have practically no personal discretion
Some teachers and even principals can be cool, though. But yeah, they are bureaucratic nightmares.
I was being heavily bullied by a group of kids, and the leader was getting increasingly violent with me. I asked the principal what she’d do if I hit him in self-defense, and she said that she’d have to give us both the same punishment, but she’d then take me out for ice cream on her personal time.

@haserd2 teaches and pruciples ignoring the enforcement of zero tolerance policies is a thing of the past. Because if even the bullys parents find out they can sue and that would be a nightmare.

^ not too sure about the zero tolerance policy not being true
im fairly certain back when i was in high school there was a zero tolerance policy to bullying/ racist activity
but it was pretty grey what would be considered racist activity/ bullying
With talking? The whole notion of "zero tolerance" exists entirely within the context of bullying and school yard violence
if you laugh at a kid for falling over they consider that to be bullying

"Zero tolerance" only refers to a trend of schools implementing anti-bullying policies. Nothing else.
right but what can be considered bullying is left up to the school is it not?
or the administration
IE why can laughing at a student tripping and falling be considered bullying at my high school and not others
in most cases is "Zero tolerance" for speaking up about bulling
Yeah, that gets more weird, but you were bringing up like talking in class about homework and other strange examples
