The FDA was like many agencies. Born from good intentions that got out of hand.

Basically. Unless some massive restrictions are placed on the agency beforehand that are airtight and the sitting pres cant adjust them.
But then you run into constitutional basis. As those agencies survive at the perview of the president as they belong to executive branch.
