Japan isn't a county of equality, it's a country that offers all equal starting positions, whether you reach them isn't up to the state rather up to yourself. Japan is also a country notorious for having different cultural norms to those of the west, where we favour more family they favour more work and social standing.

not equity, equality. Why someone who cannot afford to go to private, has to be stuck in an underfunded and overcrowded public school which will close options only available to private schools. Whatever the student does is up to them, but at least have them have equal starting chances
