A fence can easily be placed and removed they aren't permanent as a wall. A wall is a testimony of last resort cutting of all other solutions. It's giving into the temptation of the easy way out. A fence is see through, so it's not a hostile action, it represents a semi permeable barrier where the intent is to make it clear that there is a line on the ground
