I lend tools when hurricanes come through so people can cut the trees and branches and move them, and repair structures etc. ButI expect it to be returned, and it always is.

I feel like this is why europeans also stick with a parliamentary system.

It assumes that there are multiple special interest groups that have a right to be heard by their own party, instead of treating the entire nation or geographic area as a single group
