I swear we should just send the natives an ultimatum like "we'll give all land you have claim to under treaty that isnt occuped, and pay you for the occupied parts, but then you're fully independent nations. Or you can be annexed and payed for in full for all the land, distributed to all members of tribe individually and proportionality."
The current system obviously doesnt work for them. And I feel it just breeds more resentment while allowing them to pawn off responsibility for the state of their reservations.
