Under the bill, 10 agencies would be required to move 90 percent of their staff to economically depressed areas in states already set out by the bill.

Those Economically Depressed areas would quickly become like Northern Virginia
And instead of co-operating, the agencies would probably become more independent, which might actually be WORSE
the fact that 80% of the staff quit is fantastic
because of what it demonstrates, and why all these agencies need to be moved all over the place
