no it won't, you're not accounting for differing behaviors including in grp pref, a state with a population of high in grp won't fall into this trap no matter what, really what system you advocate varies on the population and your own values, if you live in clown world and your goal is to bend a population that displays behaviors of openness tolerance etc. then autocracy makes sense to bend them to your will and potentially remove such people/genes from the state, i just don't get too caught up in systems because i recognise the common denominator being the population no matter what.

so the question of "what system is best", well to me it would always be one that accounts for negative mutations and allows for group selection against that, so an ethno nationalist republic makes the most sense, where people have a say through the most capable representatives
