a great yardstick for insulators is that in general, gasses insulate better then liquids which insulate better then solids
they probably only give it to poor italian families

glass is a cold insulator though, meaning its cold to the touch, less comfort

one of the reasons wood is a good insulator is because dry wood contains air, kept stationary by the wood fibre after drying

the idea of keeping walls filled with gas might work for insulation sure, but i bet the energy you put in to get that working is going to outweigh the benefits
