ok I re-watched the video and apparently Putin wants to mediate the things between Iran not wanting to be part of the deal that keeps them with their hands tied on this matter, and Putin said that Russia and Europe can convince Iran to come back to that deal but without the American dollar's influence, not sure what the dollar influence part exactly means tbh
